Announcement by the Australian Taxation Office in July 2002. Press Release Extract In a ground-breaking move the Australian Tax Office has announced a variation to withholding tax for donors making ongoing/recurring donations to charities with deductible gift recipient status from their pay (through Gazette S 251). Under the new ruling employees, whose employers endorse the variation, can receive an immediate tax benefit thanks to reduced tax being withheld from their pay. This means that an employee who pays marginal tax of 42% and donates 20 from their pay will only see 11.60 deducted due to the reduced amount of tax the employer is required to withhold. In Australia a few million dollars is being gifted annually through payroll giving programs. The positive tax changes now present a new opportunity for such donations to at least double over the next two years. CAF \'s Role Charities Aid Foundation (CAF) Australia lobbied for this change along with others over a period of more than two years. Work included the writing of a paper presented to the Prime Minister \'s Community Business Partnership tax committee and writing directly to the Australian Taxation Office. Partners and employees: 3,800 Office locations: 8 Revenue: A676 million for 2003-04 Clients: In Australia EY audits 31 of the S&P/ASX 100 companies, the most of any audit firm. The Ernst & Young Foundation has been formed so EY can focus its efforts and channel financial resources to make a bigger impact on the issues EY people care most about. The financial contribution by the EY Partnership in the formation of their own Foundation is a powerful collective gesture, by a group of our community \'s most influential leaders, that they value our community and want to contribute to it. Objective The EY Foundation \'s objectives are to: contribute to the development of the communities we are part of build meaningful partnerships with community, cultural, youth, educational and environmental groups in Australia integrate Ernst & Young \'s social responsibility with our organisation \'s culture and actions facilitate the integration of our people \'s community interests with their work earn the respect of staff, clients and communities Strategy A Workplace Giving program was designed to maximise staff choice, allow local office flexibility, focus effort on issues EY people care most about and build partnerships with local charities. The EY Partnership will make financial contributions to the community by matching the giving of our people through the Workplace Giving program, up to a pre-set annual maximum amount. Measures taken to achieve these objectives included: on-line survey of staff to determine community issues staff were most concerned about and benchmark current giving, volunteering and pro-bono (results showed issues of most concern to EY staff were: 1. child welfare; 2. cancer & medical research; 3. community welfare) formation of Local Foundation Committees in every office to choose Local Focus Charities based on issues and suggested charities from staff survey (total 21 charities chosen nationally) setting of financial goals and tangible objectives for each Local Focus Charity (e.g. Melbourne: Malcolm Sargent Cancer Fund goal of 20,000 allows fifty young people with a music therapist for one day a week for one year) launch EY Foundation Workplace Giving: EXPO events with charity displays in each city; colour brochure, forms, posters, t-shirts, badges, desk cards; email and voicemail from CEO; intranet site with profiles of charities and goals; six office competition prizes of 500 donation incorporation of brochure, forms and presentation into induction for new staff ongoing local communication, events and fund raising by Local Foundation Committees Results In just six months since the launch of Workplace Giving: Currently 604 or 16% of EY people around Australia are giving to their preferred charities through Workplace Giving, and more staff are joining each month. Currently over 28,000 is given each month, an average of 47 per person per month. That equals a total of over 627,000 for the 2004/05 financial year that has been pledged to the community from EY people and the firm (including EY \'s matching). Although staff can give to any DGR of their choice, goals set for Local Focus Charities are on track for being met through Workplace Giving and additional fundraising efforts. The success of the program in Australia has generated requests for Australia \'s material from EY in US, as well as from other professional service firms and corporates. Ongoing A monthly EY Foundation email newsletter goes to all EY people, reporting on progress in achieving our charities \' goals and telling real stories of the difference we are making for people. Local Foundation Committees manage ongoing relationships with local focus charities: running fundraising campaigns, hosting presentations by charities, taking staff to visit charities. An volunteering program was launched in November 2004 to get EY people actively involved in team based volunteering on work time and personal volunteering in their own time. EY are re-engineering their pro-bono process to make it more strategic and tax effective. Early this year EY will launch a national community partnership to develop innovative and focussed community initiatives on social issues that have synergies with what EY stands for. GSK \'s mission is far reaching: To improve the quality of human life by enabling people to do more, feel better and live longer. Community Partnership Developments are not only a value adding business strategy; they are also becoming business imperatives. They add value strategically and also act as one tool to guide the spirit of the organisation and its employees Objective A well developed and dynamic community program forms an essential part of this mission. As part of this realization by GSK Consumer Health Care, 300,000 over three years has been allocated for donations to chosen charitable organisation(s) whose charitable objectives match the corporate objectives and culture of GSK. CAF \'s Role identify the most appropriate partner(s) and project(s); ensure \'best strategic advantage \' is taken; perform due diligence checks to ensure the organisation has the ability to carry out the chosen project in an effective manner; ensure funds are used correctly and as requested by the GSK; encourage GSK staff involvement, and offer periodic audits as to progress made. The company contributes around 2 million annually to community programs within Australia. Many of Holden \'s 9,200 employees take part in workplace fundraising events and activities as well as volunteer their time for charities. After initially considering an in-house payroll giving program, Holden chose to work with Charities Aid Foundation, with the objective of supporting its employees in donating to their preferred causes whilst also maximising participation. By allowing employees to donate to over 40,000 charities through CAF Australia, Holden could offer its employees greater choice. Holden covered the set-up and ongoing administration costs to ensure that 100 per cent of staff-donated funds were directed to the charities. Objective The key objective was to provide employees who may not have the time to commit to volunteering or active fundraising an opportunity to support their favourite cause directly, while also receiving the pre-tax benefits upfront. The objective of the launch was to communicate the program widely to both Holden \'s office and manufacturing staff and also to incite employee interest and motivation. Holden \'s employee communication strategy involved: Strategy A launch by the Chairman and Managing Director including presentations from some of Holden \'s key charities A gold chocolate coin with the Give As You Earn tagline on it personally handed out to every employee, together with a payroll giving form and \'frequently asked questions \' sheet An article was placed in the employee magazine, with a photo of an employee dropping gold chocolate coins into the hands of one of Holden \'s charity representatives An email was sent to all employees advising of the program Information on the program is placed in the induction pack for every new employee To launch the program to Holden \'s leadership team, the company provided each of its 150 senior managers with a 100 charity cheque at the annual management Christmas party. Managers nominated their preferred charity and CAF Australia carried out the administration of the distribution. Results In the first full year of the Give As You Earn program (Jan-Dec 2003), employees supported a total of 30 charities. This was in addition to workplace fund raising initiatives by employees which raised almost 60,000 during the year which Holden matched dollar for dollar. Participation rates amongst employees are increasing over time. Participation rates and overall monetary contributions are recorded with CAF Australia providing statistics and graphs for easy monitoring. Ongoing Post-launch communications will reinforce the upfront tax benefit of participating in the program. A follow up story in Holden \'s employee magazine is planned, which will provide a case study of a staff member participating in the payroll giving program and the reasons why they support their preferred charity. In particular, the Macquarie Bank Foundation supplements staff fundraising and donations to charity. Macquarie lobbied the Australian Tax Office to approve pre-tax payroll giving prior to its introduction in July 2002, as a means of enhancing staff community involvement. The Charities Aid Foundation \'s program was chosen as the Bank \'s payroll giving program because it provided an easy, tax-effective way for staff to support their preferred charities. It also allowed Macquarie staff to choose from thousands of not-for-profit organisations offering services worldwide. The Macquarie Bank Foundation covered the set-up and ongoing administration costs of the Macquarie Giving program, to ensure that 100 per cent of funds donated by staff were directed to their preferred charities. Objective The key objectives were to make staff aware of the Macquarie Giving program and encourage their participation in it. Strategy Measures taken to achieve these objectives included: Staff briefings to all divisions of the Bank Information and application forms distributed to all employees Information and application forms posted on the intranet Illustrative emails to all employees Bookmarks and postcards distributed to all employees Posters displayed in all Australian offices Reminder messages placed in staff payslips Articles in staff newsletters Results In the first 10 months of the program, staff donated 50,000 to 79 different not-for-profit organisations. By December 2003, staff were donating more than 8000 a month through the Macquarie Giving program. Staff currently contribute an average of approximately 80 each per month, approximately two and a half times the national average for such programs. (Feb 04) The number of staff participating in the Macquarie Giving program continues to grow steadily, with new staff advised of the program and encouraged to get involved. The program has been so successful in Australia, it has since been rolled out to Macquarie staff in the United Kingdom. Ongoing With the first-year anniversary of the program approaching, it is anticipated a new marketing campaign will generate further staff support. Talks are also underway to make the Macquarie Giving program available to the Bank \'s staff in the United States and New Zealand. Donor details can be kept anonymous to donors preferred charities and Oxfam CAA appreciate and respect and such decision made by donors. With CAF administering the payroll giving program, there is no impact on Oxfam CAA \'s resources. No processing or receipting is required on Oxfam \'s part. Making a before tax donation of 5,000 (he receives a tax and Medicare benefit equal to 2,350) and through encouraging both a current and previous employer to match his donation, the foundation account reached 15,000. Then, using the strategy of making grants to community programs which attract government matching, he was able to make a 5,000 grant from the foundation account to the CCF Australia water appeal which the Federal Government had committed to match 3:1 - effectively turning the 5,000 grant into a grant of 20,000. Departments have the opportunity to participate via payroll deductions so that employees can support community groups and projects of their choice. The Public Service Commissioner further advised that implementation of the program in departments was at the sole discretion of Chief Executives but should follow these principles: the program is to be a non-exclusive arrangement and cost neutral to Government participation by employees is on a completely voluntary and individual basis. The Give As You Earn program aims to build relationships between employers, employees, not-for-profit community organisations and the community by offering employees a universal workplace payroll deduction program using a centralised coordinating body, CAF Australia. In effect, CAF Australia acts as a clearing house for up to 40,000 registered deductible gift recipients and as such does not represent or endorse one not-for-profit organisation over another. Linda Apelt, Director-General, Queensland Department of Housing, wrote to CAF Australia in February 2001 providing support of the Give As You Earn program and stated that the Department would implement the program. The Queensland Department of Housing implemented the Give As You Earn program to its employees with the official launch held between 9 and 13 September 2002. The President, Jack Seymour, approached CAF for advice and assistance. Proposal Following a series of discussions with the CEO and marketing staff it was decided to open a New Foundation Account. At that stage there was no decision on the name of the Account. The initial funds were lodged and work then commenced on a marketing and communications strategy. Objective To create a fund which would support innovative and sustainable ideas, research and education in the agribusiness sector in Victoria. Strategy Further meetings have been held with the RASV staff and President to discuss a launch and target areas for support. It was agreed that primarily members would be approached on a personal basis and other strategies would need to be developed to market the Foundation Account to business, government and other potential supporters. It was further decided to have the launch at the time of the first major donation. It is the intention of the RASV to maximize opportunities available through public exposure obtained through the Royal Melbourne Show and other regional shows. The rebuilding of the Show Grounds site is an exciting initiative that has been supported by the Victorian Government. This will also enhance the profile of the RASV particularly in the Melbourne metropolitan area. The RASV Foundation Account has recently been established, and already considerable work has been done by the RASV staff to prepare an exciting and credible marketing strategy. It is important that the Foundation be seen as an integral part of the new vision for the RASV. Sydney Water and its employees are committed to working with and supporting the community and wanted to boost their existing ten-year old employee donor program. The key benefit for Sydney Water was that Payroll Giving offers complete donor preference. This meant that their 3,800 staff could support any tax-deductible not-for-profit organisation in Australia, without creating any additional work for their payroll. An important secondary benefit was the ease of the program administration. Allan Andrews, Project Manager for the program says: Sydney Water decided to sign up and promote the program as it makes giving so easy for employees. When implemented through CAF, it is simple for a company of any size to run a Payroll Giving program. Objective The main objective was to revitalise the program and to encourage more employees to give regularly to their favourite not-for-profit organisation(s). Strategy To encourage participation, Sydney Water decided to match - dollar for dollar - all new donations for the first six months of the program. CAF \'s representative helped Sydney Water set up the administration of the program, and plan the promotion; the program launched at a city event with the help of Sydney Water senior management, existing staff donors and representatives from various not-for-profit groups - attendance was overwhelming; the CEO wrote to all employees urging them to support the program and take advantage of Sydney Water \'s matching component; Payroll Giving information was provided to all area managers and the program was raised at various staff and business meetings; Sydney Water recruited staff advocates to personally encourage participation with their colleagues; donor joining forms (electronic & hard copy) were distributed to all employees and a process was established for collection of completed forms; information and donor joining forms are part of employee induction kits; posters were displayed throughout their offices; articles and updates were published in Sydney Water \'s internal newsletter \'Splash \' and on their Intranet; for ongoing assistance to employees, Sydney Water \'s Intranet includes information about Payroll Giving and many of the not-for-profit organisations within the local community, and various internal promotional strategies are planned for the future to continue to look after those employees currently involved in the program and to encourage new participation. Results during the first month after promotion of the program, 148 employees had signed up; 5 months on, 179 employees were choosing to support their preferred not-for-profit organisations; over the first 6 months, thanks to Sydney Water and their employees an average of 9,100 each month went through to the not-for-profit sector, supporting over 55 different causes; Sydney Water employees \' survey results indicated the main driver for them getting involved in the program was the ease and flexibility that the program offered, allowing them to provide ongoing support to their preferred not-for-profit organisation/s and have their contribution matched by their employer; with ongoing promotion of Payroll Giving at Sydney Water, these results continue to increase, making a real and lasting impact on the work of their chosen not-for-profit organisations in the community; Managing Director, Alex Walker says: Many of our staff are actively involved in their communities. Payroll Giving enables them to support these community based not-for-profit organisations in other ways. Sydney Water is proud to be supporting our employees, while also assisting those in need in the community. Further News It has been officially announced that Sydney Water \'s matching contribution will continue as part of its corporate sponsorship program. We feel Payroll Giving offers a valuable and important program because it support \'s staff commitment to the community we serve, said Angela Tsoukatos, General Manager Corporate Affairs. There will be various promotions initiated by Sydney Water in the future to entice more of their staff to join in Payroll Giving.
